Since July 29, 2026, subscribers of the Philippine operator PLDT have been able to access the Binance website. This marks the final step in the process of lifting restrictions, which began in May with a similar move by Globe Telecom. Thus, the country's major internet providers now provide direct access to the platform, eliminating the need for VPNs or other workarounds. For millions of Filipino crypto enthusiasts, this means a return to the familiar exchange interface, which has been inaccessible since March 2024.

In early 2024, the National Telecommunications Commission (NTC) and the Securities Exchange Commission (SEC) of the Philippines ordered Binance to be blocked due to the lack of a local license and securities registration. Providers complied, resulting in the website becoming inaccessible. Users were forced to seek alternatives: switching to other platforms, using VPNs, or temporarily suspending trading. A decline in market activity was noticeable, but demand for Binance's services remained high, as evidenced by online activity.

Binance's return to the market occurred not through a reversal of the regulators' initial decision, but through the creation of a local structure. In November 2025, BlockShoals Technologies Inc. received preliminary approval from the SEC, and in April 2026, permission to test under the StratBox regulatory sandbox. This regime allows new financial intermediaries to operate under oversight without requiring full compliance with all licensing regulations initially. BlockShoals became Binance's operating partner in the Philippines, which served as the basis for lifting the block.

Binance co-founder Changpeng Zhao confirmed the unblocking on July 29, calling the license "very special" and announcing the imminent launch of a fiat channel. This announcement followed shortly after his speech at the ASEAN Tech Summit in Manila, where he discussed the prospects of integrating Binance into the local financial ecosystem.

Currently, the Binance website displays content tailored for Filipino users, stating that operational services are provided by BlockShoals Technologies Inc. This legal clarification removes jurisdictional issues. However, full functionality for retail traders is not yet available. Users can view quotes and trade history, but deposits and withdrawals in Philippine pesos have not yet been implemented. BlockShoals is working on integration with local payment systems and KYC procedures.

The mobile app's return to Google Play and the App Store is expected after the SEC officially notifies Binance of its regulatory status change. For now, users are using the web version, which provides basic trading functions.

For investors and analysts, the lifting of restrictions means lower barriers for retail clients. Following the launch of fiat gateways, trading volumes are expected to increase, given the high level of cryptocurrency penetration in the Philippines.

Binance is also exploring expanding its product line in the Philippine market, including asset tokenization and integration with traditional financial institutions. The Philippines, with its government support for digital asset innovation, could become a key market for these new services.

Binance's actions in the Philippines are consistent with Zhao's strategy of focusing on organic growth and partnerships rather than acquisitions. The BlockShoals model, where the company has become an independent, licensed intermediary, mitigates regulatory risks and sets a precedent for other markets.
